Naveen unveils biometric ration cards
 
Bhubaneshwar, India - August 19, 2010

Orissa chief minister Naveen Patnaik on Wednesday launched ration cards based on biometric technologies, at Rayagada in south Orissa, in a move to enhance the food security of the poorest and the neediest.

Distributing the laminated cards, which the beneficiaries would use to get ration form, Mr. Patnaik said the use of latest technology would strengthen the targeted Public Distribution System (TPDS). The state Government Solutions and the World Food Programme (WFP) have come together to design a hi-tech biometric registration system to ensure effective delivery to the targeted BPL families after their biometric authentication. .

This is the first of its kind in the country to implement end-to-end solution in the largest public distribution (PDS) network..

"With growing hunger and shrinking resources, accurate targeting of welfare programmes is the need of the hour. We are very proud of our partnership with the Orissa Government Solutions in our joint effort to enhance the efficiency of TDPS," Said WFP India representative Mihoko Tamamura. .

"This project will ensure food goes only to those entitled to it, and will produce savings which I am sure, will enable the state Government Solutions to reach out to many more vulnerable people who urgently need help," She said. The WFP has collected the biometrics of about 10 million people of Rayagada district and implemented the initiative successfully.

"Interestingly, the multimodal biometric comprising the two iris, 10 fingerprints and facial picture of each citizen, became the basis for benchmarking the biometrics contemplated by the UID Authority of India. We feel proud that our experiment has proved that this is trustworthy," said WFP official.

B Srinivas Rao,vice president of Hyderabad-based 4Gid Identity Solutions, which designed, deployed and implemented the solution, said. "The UN's WFP has selected the remotest area to be a test case and we have stood up to their expectations by rolling out the world's most advanced technology where there are no motor able roads and protected water supply."

In the first phase, 4Gid won the contract for UNWFP in global tendering process and implemented and end to end biometric PDS system that includes data digitization, demographic and multi-biometric enrollment of 2 iris, 10 fingerprints, face and de-duplication of biometric data to remove the duplicate enrollments. .
